Arrests reports

A 21-year-old Morgan City woman, who worked as a caregiver, has been charged with cruelty to the infirmed stemming from an investigation during which detectives discovered suspects refused proper care to the victim and used the victim’s bank card to make fraudulent charges, Morgan City Police Chief Michael Banks said in a news release.
Heaven L. Daigle, 21, of Arenz Street in Morgan City, was arrested at 10:48 p.m. Thursday on a warrant for cruelty to the infirmed, a warrant for exploitation of the infirmed, and a warrant for unauthorized use of an access card.
Morgan City police detectives arrested a second suspect, Heaven Daigle, on warrants which stemmed from an investigation which detectives began July 3.
In that investigation, Heaven Daigle and Bethany Daigle, 22, of Arenz Street in Morgan City, who was arrested Aug. 4, were charged with the care of an elderly female victim, the chief said. The suspects are accused of refusing proper medical and physical care to the victim, which left the victim in a severely frail state, Banks said.
The conditions were found to be unsanitary and a danger to the victim. The suspects are also accused of using the victim’s bank card to commit theft of more than $2,835.26 through fraudulent purchases and charges. Detectives located Heaven Daigle near Sixth Street and Gen. McArthur Street.
She was jailed where she remains. No other suspects have been identified at this time, but the incident remains under investigation, Banks said.
Banks reported the following arrests:
—Wayne S. Hill, 55, of Levee Road in Morgan City, was arrested at 7:38 p.m. Thursday for driving while intoxicated second offense, driving under suspension, and careless operation.
Officers were dispatched to the area of Lake End Park in Morgan City in regard to a reckless driver. Officers gathered information that indicated the vehicle had rolled over, landing back on its wheels, and the driver was attempting to continue to travel, Banks said.
Officers arrived and saw heavy damage to the vehicle attempting to leave the scene while traveling on damaged wheels and tires. Officers stopped the vehicle and the driver, Hill, who was slightly injured. Hill advised officers that he had indeed rolled his vehicle. The officers detected that Hill displayed signs of impairment and conducted a field sobriety test which he failed.
Hill was taken to the police department where he refused to provide a sample for the Intoxilyzer 5000 test, Banks said. Hill was jailed after receiving treatment for his injuries, Banks said.
—Ricky J. Mire Jr., 33, of Morgan City, was arrested at 9:10 a.m. Thursday for operating a vehicle with a suspended driver’s license. Mire was jailed.
—George E. Patin Jr., 51, of La. 182 in Morgan City, was arrested at 12:51 p.m. Thursday on a warrant for a probation violation. Patin was jailed.
—Melvin J. East, 53, of La. 182 in Morgan City, was arrested at 1:50 p.m. Thursday for contempt of court.
East was arrested at the City Court of Morgan City for contempt of court and jailed.
—Wayne C. Blanchard, 45, of Federal Avenue in Morgan City, was arrested at 3:21 p.m. Thursday for possession of Schedule II methamphetamine and possession of drug paraphernalia.
An officer detained a vehicle in regard to a traffic violation in the area of Federal Avenue and Marshall Street. A passenger in the vehicle, Blanchard, was jailed on the drug charges.
—Nicole Fisher, 42, of Patterson, was arrested at 2:25 p.m. Thursday on a warrant for failure to pay a fine.
Fisher was arrested at the City Court facility in Morgan City and released after posting cash bail.
—Shanita M. Watts, 36, of Barrow Street in Morgan City, was arrested at 5:22 p.m. Thursday for theft of goods (value $59.53).
Officers responded to a complaint of a female shoplifter at a La. 182 department store who was accused of stealing clothing. She was jailed and released after posting cash bail.
St. Mary Parish Sheriff Mark Hebert reported responding to 48 complaints in the parish and reported the following arrests in east St. Mary Parish.
Two men were jailed Thursday for assault after one of the men was found armed with a tire iron after the two confronted each other on Arlington Street in Bayou Vista, Hebert said.
—Darin T. Hannigan, 36, of the 1300 block of Burke Place in Bayou Vista, was arrested at 6:32 p.m. Thursday for aggravated assault.
—Brian J. Derouen, 26, of the 100 block of Cypress Drive in Berwick, was arrested at 6:35 p.m. Thursday for simple assault.
A deputy responded to a report of a disturbance on Arlington Street in Bayou Vista. The deputy made contact with Derouen and began the investigation. The deputy later located Hannigan at his residence. After gathering statements from Hannigan, Derouen, and witnesses to the incident, the deputy determined that Hannigan and Derouen confronted each other on Arlington Street, Hebert said.
At the time of the encounter, Derouen had clenched fists and Hannigan had a tire iron, Hebert said. Both were jailed. Derouen was released on $250 bail. No bail is set for Hannigan.
—Willie M. Hamilton, 59, of the 1400 block of Ellzey Street in Morgan City, was arrested at 7:12 p.m. Thursday for speeding 64 mph in a 55 mph zone, improper lane usage, driving while intoxicated second offense, and open alcoholic container in a motor vehicle.
A deputy patrolling the Amelia area observed a truck travelling at a speed over the posted limit on La. 182. Upon following the vehicle, the deputy saw the truck swerving on the roadway and crossing over the fog line. The deputy conducted a traffic stop and made contact with the driver, identified as Hamilton.
While speaking with Hamilton, the deputy smelled an alcoholic beverage on his breath, Hebert said. Hamilton later registered .135 grams-percent blood alcohol concentration on the breath test. Hamilton was jailed with no bail set.
—Charlie Williams Jr., 35, of the 700 block of Arlington Street in Bayou Vista, was arrested at 2:06 p.m. Thursday on a warrant for probation violation. A deputy responding to a complaint of a disturbance at a residence on Arlington Street made contact with Williams and discovered the active warrant for his arrest. Williams was jailed with no bail set.
—Cody T. Bell, 23, of the 3700 block of Haring Road in Metairie, was arrested at 2:35 p.m. Thursday for possession of Schedule II (Suboxen). A deputy responded to a report of a person in possession of illegal drugs at the Fairview Treatment Center in Bayou Vista. During the investigation, the deputy learned that Bell was in possession of a Suboxen patch that was hidden in his shoe, Hebert said. Bell was jailed with no bail set.
—Shaddrick J. Neddie, 38, of the 1300 block of James Street in Morgan City, was arrested at 6:53 p.m. Thursday on a warrant from a Justice of the Peace for simple battery. While booking Neddie at the parish jail, the booking deputy learned of the active warrant. No bail is set.
Berwick Police Chief James Richard reported the following arrests:
—Erika Cuvillier, 24, of the 500 block of David Drive in Morgan City, was arrested at 10:50 a.m. Thursday on a warrant for simple criminal damage to property. Cuvillier was released.
—Numa Lorio Jr., 68, of the 100 block of Guzzetta Street in Berwick, was arrested at 10:59 p.m. Thursday for possession of marijuana, possession of drug paraphernalia, violation of a controlled dangerous substance law, and on warrants for possession of marijuana and possession of drug paraphernalia. Lorio was transferred to the St. Mary Parish Law Enforcement Center.
Patterson Police Chief Patrick LaSalle reported the following arrests:
—Shane Doucet, 42, of the 700 block of Kem Street in Patterson, was arrested at 4 p.m. Thursday for failure to register a firearm with a barrel length less than 16 inches, possession or dealing in unregistered or illegally transferred weapons. Doucet was released on $25,000 bail.
—Shawana Jones, 35, of the 1500 block of Plum Street in Patterson, was arrested at 11:20 p.m. Thursday for stop sign violation, resisting an officer by failure to comply. Jones was jailed on $392 bail.
