Police: Morgan City man charged with cruelty to infant

A 21-year-old Morgan City man was charged with cruelty to an infant after he allegedly slammed the child into a car seat, Morgan City Police Chief James Blair said in a news release.
—Dwayne Broussard, 21, of Faith Street in Morgan City, was arrested at 10:01 p.m. Monday on the charge of cruelty to a juvenile.
An officer responded to a local medical care facility in regards to a complaint of child abuse. The officer then spoke with several witnesses about the incident.
The officer was told that a man, later identified as Broussard, was observed standing outside the facility near a vehicle with a small child about four months old. Broussard was observed shaking the child several times, cursing at the child and then slammed the child into a car seat, Blair said. The vehicle left the area moments later but witnesses provided officers with a license plate. The vehicle is registered to a subject on Faith Street in Assumption Parish.
Detectives with the Morgan City Police Department were called upon and responded to assist with the investigation. Video of the incident was obtained and reviewed by investigators. The Assumption Parish Sheriff’s Office assisted in going to the registered owner’s home and located Broussard.
Broussard agreed to come into the Morgan City Police Department to speak with investigators about the incident. Investigators were able to identified Broussard from the video, Blair said. Broussard was placed under arrest and booked into the Morgan City Jail.
Blair reported the following arrests:
—Faibel Garcia, 35, of Fifth Street in Morgan City, at 8:57 p.m. Sunday on the charges of indecent behavior with juveniles and simple battery.
An officer responded to an address on Missouri Street in regards to a subject wanting to report an incident involving juveniles. The officer spoke with the complainant who advised that the complainant’s two juvenile daughters were at a location on Fifth Street when Garcia grabbed one of the juveniles, Blair said. Garcia then began having a conversation with the juveniles sexual in content with sexual intensions, Blair said. Garcia was located at an address on Fifth Street moments later. Garcia denied committing a battery but told officers he did have a conversation with the juveniles sexual in content, Blair said. Garcia was jailed.
—Ronald W. Marcantel, 55, of Eunice, at 10:03 a.m. Friday on warrants charging him with careless operation of a motor vehicle, open container of alcohol, driving while intoxicated second offense and vehicular negligent injury.
Marcantel came into the Morgan City Police Department to turn himself in on the warrants held by Morgan City Police. Marcantel was jailed.
—Courtney Smith, 24, of Levee Road in Morgan City, at 5:48 a.m. Saturday on a warrant charging her with probation violation.
Smith, who was incarcerated in the Morgan City Police Department Jail, was booked in on a probation violation warrant held by the 6th Ward City Court.
—Jazlyn Bourque, 20, of La. 182 in Morgan City, at 2:32 p.m. Saturday on a warrant for failure to return leased merchandise.
An officer located Bourque at a business on La. 182 in regards to Morgan City Police Department holding an active arrest warrant for Bourque. Bourque was jailed.
—Brent Latiolais, 34, of La. 182 in Morgan City, at 2:42 p.m. Saturday on a warrant for failure to return leased merchandise.
An officer went to a home on La. 182 in an attempt to locate Latiolais in regards to an active arrest warrant held by Morgan City Police. Latiolais was located and jailed.
—Ricky Hayes, 51, of Railroad Avenue in Morgan City, at 2:35 a.m. Sunday on the charges of two counts of simple battery and unauthorized entry of an inhabited dwelling.
An officer responded to an address on Arizona Street in regards to a complaint of a battery. The officer arrived and spoke with the victim along with the victim’s 14-year-old son. The officer was told that they heard a knock at the door. The boy allegedly went to the door when Hayes walked into the residence pushing the juvenile out of the way, Blair said. Hayes then grabbed the adult victim by the hair and struck the victim several times then left the residence, Blair said. Officers located Hayes at an address on Railroad Avenue. Hayes told officers that he did go to the residence but denied striking the victim, Blair said. Hayes was jailed.
—Jessica B. Hue, 33, of Sixth Street in Morgan City, at 2:04 p.m. Sunday on the charges of improper turning and driving while intoxicated.
An officer responded to the area of Sixth Street in regards to the complaint of a possible intoxicated driver. A description of the vehicle was provided to officers. An officer observed the vehicle making an improper turn at the intersection of Sixth Street and Freret Street and a traffic stop was conducted. The driver identified as Hue. While speaking with Hue, officers believed that Hue had taken narcotics and was impaired, Blair said. Police obtained a urine sample to be sent for analysis pending results. Hue was jailed.
—Armando Saucedo-Silva, 48, of Halsey Street in Morgan City, at 2:31 p.m. Sunday on the charge of domestic abuse battery.
An officer responded to a home on Halsey Street in regards to a complaint of a domestic disturbance. The officer arrived and spoke with the victim who stated that Saucedo-Silva had struck the victim in the face and left the residence, Blair said. Officers observed marks consistent with a battery on the victim, Blair said. Saucedo- Silva was located on Chennault Street. Officers attempted to speak with Saucedo-Silva about the incident, but he refused. Saucedo-Silva was jailed.
—Areana C. Candanedo, 24, of Park Road in Morgan City, at 7:29 p.m. Sunday on a warrant for failure to appear for arraignment on Jan. 13.
An officer was investigating a complaint on Halsey Street when contact was made with Candanedo. A warrant check revealed that the St. Mary Parish Sheriff’s Officer held an active arrest warrant on Candanedo. Candanedo was placed under arrest and transported to the Morgan City Police Department where she was booked and incarcerated.
St. Mary Parish Sheriff Mark Hebert reported responding to 161 complaints in the parish and reported the following arrests in east St. Mary Parish:
—Iraneka J. Amos, 24, of the 100 block of Mars Road in Bayou Vista, at 2:06 p.m. Monday on the charges of aggravated battery, domestic abuse battery and resisting a police officer with force or violence.
A deputy responded to a disturbance at a home on Mars Road. Upon arrival, the deputy heard screaming coming from inside the residence. After knocking on the door, the deputy heard a voice cry for help, Hebert said. The deputy entered the home and located two women. While detaining one of the women, later identified as Amos, she forcefully pulled away from the deputy, Hebert said. During the investigation, the deputy collected evidence indicating that Amos struck a female victim with a fork, Hebert said. The victim was transported by Acadian Ambulance to Teche Regional Medical Center for treatment of minor injuries, Hebert said. Amos was jailed with no bail set.
—Carlos Melendez, 38, of the 100 block of Lumen Christi Lane in Schriever, at 8:32 p.m. Sunday on the charge of simple battery.
A detective investigating a possible battery gathered evidence that Melendez grabbed a 14-year-old boy and kissed him on the cheek and mouth without the boy’s consent, Hebert said. The incident occurred at a church in Amelia Jan. 10. A warrant was issued for Melendez’s arrest. Melendez was located on Talbot Avenue in Thibodaux with the assistance of the Lafourche Parish Sheriff’s Office and transported to the St. Mary Parish Sheriff’s Office in Morgan City in reference to the investigation. Melendez was transported to the parish jail for booking.
—Jimmie Rulf, 53, of the 200 block of Elaine Street in Morgan City, at 3:38 p.m. Saturday on a warrant for failure to appear on the charge of criminal trespassing.
—Joseph Rulf, 25, of the 100 block of Moffet Court in Morgan City, at 3:43 p.m. Saturday on the charge of driving under suspension.
A deputy received information about the whereabouts of a person who was wanted on a warrant. The deputy located the subject, Jimmie Rulf, riding as a passenger in a vehicle on U.S. 90 in Amelia and stopped the vehicle. The deputy made contact with the driver, Joseph Rulf. While speaking with Joseph Rulf, the deputy discovered that he was operating the vehicle with a suspended driver’s license. Joseph Rulf was released on a summons to appear in court March 30. Jimmie Rulf was jailed and released on $2,000 bail.
—Clifford Decuir Jr., 45, of the 900 block of Tall Timbers Drive in Patterson, at 11:25 a.m. Sunday on a warrant for failure to appear on the charges of no seat belt and texting while driving.
A deputy responding to a separate complaint made contact with Decuir and located the active warrant for his arrest. Decuir was released on a summons to appear in court March 30.
—Eric W. Hofsommer, 52, of the 1400 block of Evergreen Street in Bayou Vista, at 10 a.m. Monday for violation of the parish ordinance governing truck routes.
A deputy responded to a complaint of a tractor-trailer traveling on Venus Road in Bayou Vista. Venus Road is not a truck route, Hebert said. The deputy made contact with the truck driver, identified as Hofsommer, who was released on a summons to appear in court March 30.
—Cameron M. Guidry, 17, of the 100 block of Comeaux Street in Pierre Part, at 3:32 p.m. Monday on the charge of reckless operation of a vehicle.
A deputy traveling on U.S. 90 in the Berwick area observed a vehicle traveling at a high rate of speed weaving from lane to lane in traffic without using a blinker. The deputy conducted a traffic stop and made contact with the driver, identified as Guidry. Following the traffic stop investigation, the deputy released Guidry on a summons to appear in court on March 30, 2016.
—Justin W. Taylor, 17, of the 200 block of Field Street in Bayou Vista, at 3:43 a.m. today on the charges of possession of codeine, possession of marijuana and possession of drug paraphernalia.
—Matthew T. Rollins, 22, of the 100 block of Diane Lane in Patterson, at 3:43 a.m. today on the charges of failure to dim headlights, aggravated flight from an officer, possession of codeine and no driver’s license.
A deputy observed a vehicle traveling at a high rate of speed and that the driver failed to dim the vehicle’s headlights for oncoming traffic. The deputy initiated a traffic stop on Sterling Bridge Approach Road. The driver of the vehicle failed to stop and accelerated to speeds above the posted limit. The deputy followed the vehicle and observed the driver run through a red light on Willow Street. The vehicle then came to a stop in a parking lot on Anderson Street. The deputy observed a male subject exit the vehicle and flee on foot. The deputy detained two other occupants in the vehicle pending further investigation.
The driver, identified as Rollins, was unable to present a valid driver’s license. While speaking with the passenger, identified as Taylor, the deputy smelled the strong odor of marijuana on him, Hebert said. The deputy received consent to search the vehicle and located a grinder with pieces of marijuana in it and a bottle containing codeine, Hebert said. The deputy gathered information indicating that the illegal substances and drug paraphernalia belonged to Taylor. The deputy also located a bag of marijuana on Taylor. Both men were booked at parish jail. Taylor was released on $4,500 personal surety bail. No bail is set for Rollins.
Berwick Police Chief James Richard reported the following arrest:
—Jarvis Granger, 29, of Joseph Street in Morgan City, at 10:24 p.m. Monday on the charges of driving under suspension and speeding 60 mph in a 45 mph zone.
Granger was released on $1,250 bail.
—Denise Mason, 40, of River Road in Berwick, at 2:19 p.m. Saturday on the charge of theft by shoplifting.
Patterson Police Chief Patrick LaSalle reported no arrests.
