3 arrested on sex offender registry violation

Three Tri-City area men were arrested Tuesday on warrants for non-compliance with sex offender registration status rules, St. Mary Parish Sheriff Mark Hebert said in a news release.

—Bobby R. Mouton, of the 800 block of Tall Timbers Drive in Patterson, was arrested at 8:59 a.m. Tuesday on warrants for failure to provide notification as a sex offender, failure to maintain a special identification card as a sex offender, and failure to pay annual registration fee.

In 2013, Mouton was convicted in St. Mary Parish for obscenity and solicitation of a minor.

A detective for the St. Mary Parish Sheriff’s Office Sex Offender Compliance Division conducted a compliance check and found that Mouton failed to notify the community of his sex offender status, failed to renew his ID card and did not pay the sex offender registration fee.

The detective located Mouton at his residence on the warrants and transported him to the parish jail for booking. No bail is set.

—Hank Landry, 39, of the 4000 block of Francis Street in Berwick, at 10:11 a.m. Tuesday on warrants for failure to change his address on the sex offender identification card and failure to pay annual registration fee.

Landry was convicted of carnal knowledge of a juvenile in two cases in 1996.

A Sex Offender Compliance Division detective conducting a compliance check learned that Landry failed to update his identification card after moving from one address to another.

Landry also failed to pay his annual registration fee. The detective located Landry at his residence and transported him to the parish jail for booking. No bail is set.

—Carmel J. Triggs Jr., 34, of the 800 block of Tall Timbers Drive in Patterson, at 11:51 a.m. Tuesday on warrants for failure to register as a sex offender and failure to pay annual registration fee.

Triggs was convicted of indecent behavior with juveniles in St. Mary Parish in 2013.

A detective of the Sex Offender Compliance Division conducting a compliance check on the offender found that Triggs had failed to register as a sex offender upon his release from jail in October.

Triggs also failed to pay the annual registration fee in a timely manner. The detective located Triggs at the Patterson City Jail and transported him to the parish jail for booking. No bail is set.

Hebert reported responding to 43 complaints and reported the following arrests in east St. Mary Parish:

—Tiffany L. Romero, 36, of the 100 block of Nichole Lane in Berwick, was additionally charged at 1:41 p.m. Tuesday on a warrant for failure to appear on the charge of issuing worthless checks.

During her booking at the St. Mary Parish Law Enforcement Center, a correctional officer located the active warrant for Romero.

Romero is being housed at the Morgan City Police Department jail.

—Dustin Pike, 19, of the 300 block of Ratcliff Lane in Franklin, at 7:23 p.m. Tuesday for possession of Schedule I (synthetic cannabinoids, second offense) and violation of a controlled dangerous substance law (drug free zone).

While on patrol in Bayou Vista, a deputy observed a vehicle parked at the skate park, which was closed for the day. The driver appeared to be asleep at the wheel.

Conducting a welfare check, the deputy made contact with the subject and observed signs of impairment. The driver was identified as Pike.

While speaking with the deputy, Pike admitted that there was an illegal substance in the vehicle. The deputy located a burnt cigarette containing a small amount of a synthetic drug inside.

The deputy transported Pike to the parish jail for booking. No bail is set.

Patterson Police Chief Patrick LaSalle reported the following arrests:

—Derrick Dugar, 24, of the 500 block of Murphy Street in Patterson, at 1:35 p.m. Monday on the charges of conspiracy to distribute marijuana and theft under $500. No bail is set.

—Shawn Welsh, 43, of the 700 block of Gabriel Street in Patterson, at 9:09 a.m. Tuesday on the charge of conspiracy to distribute marijuana and a warrant for child support. No bail is set.

Morgan City Police Chief James Blair reported the following arrests:

—Eric S. Gaskins, 45, of Wren Street in Morgan City, at 12:20 p.m. Tuesday on charges for theft of goods ($72.29), remaining after being forbidden, resisting an officer, obstruction of justice, simple criminal damage to property, possession of drug paraphernalia (eighth offense), and possession of marijuana.

Officers responded to a local supermarket in regards to an individual that had allegedly stolen items from the store. When officers arrived, the individual was identified as Gaskins.

While trying to detain Gaskins, he resisted officers, but was later subdued. Officers also located drug paraphernalia in Gaskins possession.

According to reports, management witnessed Gaskins conceal an item valued at $72.29. Gaskins was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

Once at the police department, correctional officers located suspected marijuana in a backpack belonging to Gaskins, he was additionally charged

—Brennan N. Skinner, 23, of Grace Street in Morgan City, at 5:15 pm. Tuesday on a charge of contempt of court.

Skinner was transported to the Morgan City Police Department, after being charged with contempt in the 6th Ward City Court. Skinner was booked and jail.

—John D. Pitts, 34, of Patton Street in Morgan City, at 9:21 pm. Tuesday on charges of hit-and-run driving and speeding 65 in a 35 mph speed zone.

Officers were dispatched to a local business on Railroad Avenue in regards to a hit-and-run. When officers arrived, they were told by witnesses that a vehicle had backed into a parked vehicle and left the area.

A description of the vehicle was given and officers were able to locate the vehicle driving at a high rate of speed in the area of La. 182 near Cottonwood Street.

The driver, identified as Pitts, was taken back to Railroad Avenue and identified by witnesses.

Pitts was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

Berwick Police Chief James Richard reported no arrests.
