Parish council to consider FFH board removal Wed.

Members of the Hospital Service District 1 Board of Commissioners would be removed from service if an item on Wednesday’s St. Mary Parish Council agenda is approved.
The item listed under new business was placed on the agenda by Councilman David Hanagriff of Centerville.
It reads, “Discussion and action relative to the removal of the Hospital Service District No. 1 Board of Commissioners for gross misconduct while in office and disorderly operations of Franklin Foundation Hospital.”
Hanagriff and several other council members have attended recent Franklin Foundation Hospital board meetings that have caused an outpouring of support for two physicians whose contracts with the hospital have been in jeopardy.
In special and regular meetings over the past seven weeks the board has terminated without cause, reinstated and since extended the current contracts of Drs. Steve McPherson, internist, and Donna Tesi, general surgeon. Amid the public outcry, the board voted four weeks ago to honor both contracts until March 31 and asked hospital CEO Claudia Eisenmann to begin new contract negotiations.
Last week the board along with Eisenmann retained legal counsel with the threat of defamation, slander and libel litigation against two other physicians, Drs. Brent Allain and Randall Horton. It also voted to remove board commissioner Allan Von Werder from his seat as board chairman.
The council also is slated to hear from local resident Evelyn Salone on the same subject.
Other items on the council agenda include:
—Introduction of an ordinance on a servitude agreement with Morgan City Harbor and Terminal District in connection with the Morgan City Industrial Road project.
—Consideration of proposed ordinances on the 2015 fiscal year budget and five-year capital outlay plan; creation of a regional planning area; a specific use permit to Tony Booty for operation of a gentleman’s club in an industrial zone in Amelia; adjustment of the council clerk’s hourly wage; and creation of a road district. A public hearing on the proposed ordinances will be called at 5:45 p.m.
—Resolutions on a change order with Gray Construction on the Patterson sewer project; a change order and notice of substantial completion by Glenn Lege Construction on the patch and overlay of Iberia Street in Franklin; an agreement with Byron E. Talbot Contractor on installation of culverts and associated infrastructure on Middle Road Drainage Canal in Bayou Vista; an amendment to the professional services agreement with LJC Planning and Design on the runway approach project at Harry P. Williams Airport; a certificate of substantial completion on the cleaning and waterproofing project on the courthouse; and a renewal contract with revision for solid waste services with Fourrier Consulting Engineering.
—Resolutions authorizing the call for special elections on March 28 for renewal of taxes by Consolidated Gravity Drainage District 2, Sewerage District 8, Ward 4 Fire Protection District 2, Waterworks District 5 and Mosquito Control District 1
—Guest appearances by Billy Nungesser and Plaquemines Parish Coastal Zone Director P.J. Hahn to give a presentation on coastal restoration; and Blake Sonnier of Boy Scout Troop 405, to request funding for a project to produce and install mile markers on the Atchafalaya Basin Wilderness Bike Trail.
The regular meeting begins at 6 p.m. on the fifth floor of the courthouse at 500 Main St. in Franklin.
