Sheriff: Morgan City teen charged with carnal knowledge

The August arrest of a Morgan City teen for carnal knowledge of a 15-year-old girl was reported this morning after the arrest was accidentally left out of the St. Mary Parish Sheriff’s Office daily arrest report, Sheriff’s Office Spokeswoman Traci Landry said.
—Travis S. Ruffin, 18, of Vine Drive in Morgan City, was arrested at 7:08 p.m. Aug. 17 on a warrant charging him with carnal knowledge of a juvenile.
The warrant resulted from an investigation into a complaint received in July. The detective assigned to the case collected evidence that Ruffin had sexual intercourse with a 15-year-old girl in February at a location in Amelia, Sheriff Mark Hebert said in a news release. Ruffin turned himself in at the St. Mary Parish Law Enforcement Center. Ruffin was released on $10,000 personal surety bail.
Landry said Ruffin’s Aug. 17 arrest was accidentally left out of the report because the paperwork didn’t get to the public information office. The sheriff’s office received calls about the arrest, and officials realized the arrest had accidentally not been included in the report, Landry said.
Hebert reported responding to 147 complaints in the parish and reported the following arrests in east St. Mary Parish:
—Ryan Ledet, 23, of Lillian Lane in Amelia, was arrested at 10:54 a.m. Friday on the charges of hit and run driving and failure to report an accident.
Shortly after midnight, a deputy was dispatched to a report of a hit and run crash in Amelia. The deputy found a damaged speed limit sign and several damaged mail boxes on Barrow Street. Later that morning, another deputy located the suspect vehicle and the driver, identified as Ledet, on La. 182 in Amelia. Following the investigation, Ledet was released on a summons to appear in court Dec. 14.
—Theresa E. Desselle, 57, of Honey Island Road in Pearl River, was arrested at 3:27 p.m. Friday on the charges of careless operation of a motor vehicle, no motor vehicle insurance and no proof of registration.
A deputy investigating a single vehicle crash on U.S. 90 in Morgan City made contact with the driver, Desselle, and found that she was operating the vehicle without insurance or proof of registration. Desselle was released on a summons to appear in court Dec. 14.
—Brian Humphrey, 30, of Railroad Avenue in Morgan City, was arrested at 2:26 a.m. Saturday on the charge of possession of marijuana second offense.
A deputy investigating a vehicle crash on Taft Street in Patterson made contact with a driver, Humphrey, and observed a small amount of marijuana inside the vehicle.
The deputy also found that Humphrey had a prior conviction for possession of the illegal substance. During the crash investigation, the deputy collected evidence that Humphrey backed into a parked Patterson police unit. Humphrey was released on a summons to appear in court Dec. 14.
—Jorge Torres Contreras, 39, of Terrebonne Street in Morgan City, was arrested at 5:13 p.m. Saturday on the charges of possession of open alcoholic beverages in motor vehicles, speeding and no driver’s license.
A deputy assigned to patrol Amelia observed a vehicle traveling 67 mph in a posted 45 mph zone on Duhon Boulevard. The deputy conducted a traffic stop, made contact with the driver, Contreras, and found that he was operating the vehicle without a valid driver’s license. The deputy also observed an open container of beer inside the vehicle. Contreras was re-leased on a summons to appear in court Dec. 14.
—Jason J. Suire, 44, of La. 182 in Ricohoc, was arrested at 8:15 p.m. Saturday on the charges of driving under suspension, tail lamps required, no insurance and canceled license plate.
A deputy observed a vehicle traveling on La. 182 in Ricohoc with only one tail light and conducted a traffic stop. The deputy made contact with the driver, identified as Suire. While speaking with the deputy, Suire stated that he was on his way to get his tail light fixed.
As the traffic stop investigation progressed, the deputy found that Suire was operating the vehicle without insurance and with a driver’s license that was listed as suspended. Suire was released on a summons to appear in court Dec. 14.
—James C. Hebert, 30, of La. 182 in Youngsville, was arrested at 10:52 p.m. Friday on the charges of careless operation of a vehicle, no proof of insurance and driving under suspension.
A deputy was dispatched to a single vehicle crash off of U.S. 90 in Bayou Vista. The deputy observed a vehicle in the ditch and made contact with the driver, identified as Hebert. The deputy found that Hebert was driving the vehicle without insurance and with a driver’s license that was listed as suspended. Hebert was released on a summons to appear in court Dec. 14.
—Dejon Francis, 25, of Egle Street in Morgan City, was arrested at 1:37 a.m. Sunday on the charges of disturbing the peace fighting and simple battery.
—Anthony Pennison, 22, of Vivian Street in Bayou L’Ourse, was arrested at 1:37 a.m. Sunday on the charges of simple battery, disturbing the peace fighting, possession of open alcoholic beverages in motor vehicles, possession of Schedule I marijuana and possession of drug paraphernalia.
Deputies were dispatched to a report of a possible disturbance on Sun Road in Bayou Vista. During the investigation, deputies learned that Francis and Pennison struck a woman during a fight that occurred on Sun Road. Francis was arrested at the scene and transported to the parish jail for booking.
Deputies located Pennison in Morgan City with the assistance of Morgan City police. A Morgan City officer observed an open container of alcohol inside the vehicle Pennison was driving. Continuing the investigation, a deputy also located a grinder containing pieces of marijuana inside the vehicle.
Both suspects were trans-ported to the parish jail for booking. Pennison was released on $4,750 bail. Francis was transferred to another facility for housing with bail set at $750.
—Garrett L. Johnson, 27, of Cottonwood Lane in Mandeville, was arrested at 2:03 a.m. Sunday on the charge of disturbing the peace.
A deputy was dispatched to a business on Lake Palourde Road in Amelia in reference to a report of a subject causing a disturbance. The deputy made contact with Johnson and smelled the strong odor of an alcoholic beverage on his breath and person.
The deputy learned that Johnson was attempting to fight other people at the location. Johnson was booked into parish jail and later released on a summons to appear in court Dec. 14.
—John Austin III, 55, of S. Clausen Lane in Verdunville, was arrested at 11:34 a.m. Sunday on the charges of reckless operation of a motor vehicle, driving left of center, general speed law violation, no proof of insurance and no proof of vehicle registration.
A deputy responding to a complaint of a reckless driver observed a vehicle traveling at a high rate of speed on La. 182. The deputy initiated a traffic stop. While following the vehicle, the deputy also observed the driver pass other vehicles at a high rate of speed, driving recklessly through standing water on the roadway near pedestri-ans.
After stopping the vehicle, the deputy made contact with the driver, Austin, and detained him. The deputy discovered that Austin was operating the vehicle without proof of insurance or proof of vehicle registration. Austin was booked into parish jail and released on $1,750 bail.
—Tina Weaver, 46, of Doris Street in Amelia, was arrested at 5:53 p.m. Sunday on a warrant charging her with unauthorized use of a motor vehicle.
A deputy investigating an unrelated complaint made contact with Weaver at her home and located the war-rant for her arrest. The warrant was obtained following an April 2015 investigation into a complaint of unauthorized use of a vehicle. A deputy collected evidence that Weaver used the victim’s vehicle without permission. Weaver was booked into parish jail and released on $750 bail.
—Don Fryou, 28, of Southeast Boulevard in Bayou Vista, was arrested at 4:39 a.m. Monday on the charges of resisting an officer and driving under suspension.
A deputy assigned to patrol Bayou Vista observed a vehicle parked in the parking lot of the skate park. The vehicle was running and had its lights on. The deputy made contact with the driver, identified as Fryou. As the deputy attempted to speak with Fryou, he fled on foot.
Continuing the investigation, the deputy developed information that Fryou was at a nearby business and located him there. The deputy also discovered that Fryou was operating the vehicle with a suspended driver’s license. Fryou was jailed with no bail set.
—Colby Spain, 29, of Roberson Street in Franklin, was arrested at 6:41 a.m. Monday on the charges of littering and driving under suspension.
A deputy was dispatched to a report of a disturbance in progress at a residence on Grandwood Drive in the Patterson area. Upon arrival, the deputy learned that the parties involved had left the area. Continuing the investigation, the deputy located the suspect vehicle in Bayou Vista.
As the deputy initiated a traffic stop, the driver was seen throwing an item out of the window onto the roadway. The vehicle was stopped and the deputy made contact with the driver, identified as Spain. The deputy gathered information that Spain and another person were involved in an argument on Grandwood Drive.
The deputy also found that Spain was operating the vehicle with a driver’s license that was listed as suspended. Spain was released on a summons to appear in court Dec. 14.
—Stephen S. Hutcherson, 31, of Southland Circle in Houma, was arrested at 11:51 a.m. Monday for two counts of resisting an officer and on a warrant from the 32nd Judicial District Court for failure to appear for drug court.
A deputy was dispatched to a report of a suspicious person at a business on U.S. 90 in Bayou Vista. The deputy made contact with a man attempting to hitchhike on U.S. 90. The man refused to identify himself to the deputy. As the deputy detained him pending identification, the subject pulled away twice and reached for his waist-band. After detaining the man, the deputy identified him as Hutcherson and located the warrant for his arrest. Hutcherson was jailed with no bail set.
—Trinity Todd, 21, of Two Sisters Court in Bayou Vista, was arrested at 9:19 p.m. Monday on a warrant from Morgan City Police on the charge of domestic abuse battery. A deputy made contact with Todd at the St. Mary Parish Sheriff’s Office in Morgan City and took her into custody on the warrant. Todd was jailed with no bail set.
—Lavontre Johnson, 17, of La. 182 in Berwick, was arrested at 10:01 p.m. Friday on the charges of illegal carrying of weapons and carrying a weapon in a firearm-free zone.
—A juvenile male, 16, was arrested at 10:01 p.m. Friday on the charges of illegal carrying of weapons, carrying a weapon in a firearm-free zone and obliterated serial number.
Narcotics detectives patrolling the Morgan City area during the Louisiana Shrimp and Petroleum Festival observed a juvenile male subject near the seawall with a handgun concealed in his waistband. Detectives made contact with two subjects, the juvenile and Johnson.
Detectives located hand-guns on both teens. The weapon the juvenile was carrying had an obliterated serial number. The investigation took place near Lawrence Park where the Louisiana Shrimp and Petroleum Festival was underway. The juvenile was released to a guardian pending juvenile court proceedings. Johnson was jailed with no bail set.
Berwick Police Chief James Richard reported the following arrests:
—Dean Beranek, 30, of Burchfield Lane in Berwick, was arrested at 4:51 p.m. Friday on the charges of possession with intent to distribute Buprenorphine, prohibited acts Suboxone and violation of controlled dangerous substance law in a drug-free zone. No bail is set yet.
—Amber Beranek, 28, of Ditch Avenue in Morgan City, was arrested at 4:59 p.m. Friday on the charges of possession with intent to distribute Buprenorphine, prohibited acts Suboxone, violation of a controlled dangerous substance law in a drug-free zone and violation of protective order. No bail is set yet.
—Jeffrey Schexnider, 37, of Southeast Boulevard in Bayou Vista, was arrested at 1:35 p.m. Saturday on the charges of speeding and driving under suspension. He was released on $1,500 bail.
—Carrie Hubler, 28, of Francis Street in Berwick, was arrested at 4:34 p.m. Saturday on the charges of distribution of Buprenorphine, possession of Cyclobenzaprine and prohibited acts Clonazepam. No bail is set.
—Craig Nini, 35, of Toups Street in Berwick, was arrested at 2:53 a.m. Sunday on the charges of prohibited acts methamphetamine, resisting an officer with force and battery on a police officer. No bail is set yet.
—Mandi Hatfield, 29, of Florence Street in Morgan City, was arrested at 2:53 a.m. Sunday on the charges of operating a vehicle while intoxicated second offense and driving under suspension. Hatfield was transferred to the St. Mary Parish Law Enforcement Center in Centerville. Bail is set at $3,500.
—Henry Daigle Jr., 52, of Landry Lane in Stephensville, was arrested at 1:46 a.m. Monday on the charge of disturbing the peace intoxicated. He was released on $176 bail.
Patterson Police Chief Patrick LaSalle reported the following arrests:
—Clarence Ott Jr., 45, of Taft Street in Patterson, was arrested at 4:16 p.m. Sunday on the charge of simple assault. Ott was released on $250 bail.
—Abriahn Baker, 19, of Guyther Street in Patterson, was arrested at 11:11 p.m. Sunday on the charge of simple battery involving domestic violence. Baker was released on $750 bail.
—Alicia Bertrand, 31, of Cremo Lane in Patterson, was arrested at 2:11 p.m. Monday on a warrant charg-ing her with remaining where forbidden.
