Two arrests for sex offender registration violations

A 36-year-old Morgan City man was arrested for not registering as a sex offender, St. Mary Sheriff Mark Hebert said in a news release.

—Chad M. Carmouche, 36, of Glenwood Street in Morgan City, was arrested at 10:50 a.m. Friday on warrants for failure to pay annual registration fee as a sex offender and failure to obtain special identification card as a sex offender.

Carmouche was convicted in 2015 of video voyeurism in St. Mary Parish.

A detective of the Sex Offender Compliance Section found that Carmouche failed to pay the annual registration fee and failed to obtain a special ID as a convicted sex offender.

The detective located Carmouche at his residence on the warrants and transported him to the parish jail for booking. No bail is set.

Hebert also reported responding to 101 complaints and reported the following arrests in east St. Mary Parish:

—Eric J. Fontenot, 33, of Teche Road in Bayou Vista, was arrested at 5:23 p.m. Friday on a warrant for failure to notify law enforcement of a change of address as a sex offender.

Fontenot was convicted of carnal knowledge of a juvenile in St. Mary Parish in 2007.

A detective of the Sex Offender Compliance Section conducting a compliance check collected evidence that Fontenot no longer resided at his registered address.

The detective located Fontenot at the St. Mary Parish Sheriff’s Office in Morgan City and transported him to the parish jail for booking. No bail is set.

—Dawn Below, 29, of Verot School Road in Lafayette, was arrested at 4:19 p.m. Friday on a charge for possession of Lortab.

—Terrance Jackson, 28, of Haig Street in Lafayette, was arrested at 4:19 p.m. Friday on the charges of improper lane usage, possession of marijuana, and possession of drug paraphernalia.

Detectives of the St. Mary Parish Sheriff’s Office Narcotics Section were patrolling U.S. 90 when they observed a vehicle traveling in the left lane hindering the flow of traffic.

Detectives also observed the vehicle cross the fog line of the roadway. They conducted a traffic stop and made contact with the driver and a passenger, identified as Jackson and Below.

While speaking with the occupants, detectives smelled the strong odor of marijuana coming from the vehicle.

Detectives received consent to search the car and located marijuana cigarettes, a bottle containing marijuana, and items of drug paraphernalia including a marijuana grinder.

Detectives also located a bottle containing Lortab pills belonging to Below who could not provide a valid prescription for the drug. Jackson and Below were transported to the parish jail for booking.

Below was released on a $1,500 bond. Jackson was released on a $3,750 bond.

—Mary Burke, 55, of Park Street in Patterson, was arrested at 8:10 p.m. Friday on the charges of operating a vehicle while intoxicated and careless operation of a motor vehicle with a crash.

A deputy responded to a report of a two-vehicle crash on U.S. 90 near Southeast Boulevard in Bayou Vista.

While speaking with Burke, who was one of the drivers involved, the deputy smelled the strong odor of an alcoholic beverage on her person. The deputy conducted a field sobriety test. Burke performed poorly.

Burke later registered 0.139 grams percent blood alcohol concentration on a breath test. During the investigation, the deputy found that Burke rear-ended another vehicle on U.S. 90 at the traffic light.

Burke was transported to the parish jail for booking. No bail is set.

—Deonta Reaux , 30, of Tiffany Street in Patterson, was arrested at 9:37 p.m. Friday on the charges of improper lane usage, no proof of insurance, and driving under suspension.

A deputy observed a vehicle traveling in the left passing lane of U.S. 90 without passing for several miles. The deputy conducted a traffic stop in Morgan City and made contact with the driver, identified as Reaux .

While speaking with her, the deputy found that Reaux was operating the vehicle with a suspended driver’s license. Also, Reaux was unable to provide any proof of insurance on the vehicle.

Reaux was released on a summons to appear in court Jan. 4, 2017.

—Frank A. McKenzie, 35, of Paula Drive in Thibodaux, was arrested at 8:49 p.m. Sunday on the charges of two counts of theft of goods and resisting an officer by giving false information.

A deputy responded to a report of shoplifting at a store in Bayou Vista. Shortly after disseminating a description of the suspect vehicle, deputies located the car and suspected shoplifter in Amelia.

The suspect, who initially falsely identified himself, was transported to the location of the complaint.

During the course of the investigation, deputies located several items reported stolen from the store including T-shirts and diapers in the car. The deputies also found a tent in the vehicle.

Deputies checked with another local store and found that the item had been stolen as well. During booking, the suspect was identified as McKenzie. McKenzie was transported to the parish jail for booking. Bail is set at $3,000.

—Shawn Thompson, 39, of Lambert Lane in Bayou Vista, was arrested at 6:30 p.m. Friday on the charges of improper lane usage, obstruction of justice, resisting an officer and possession of marijuana.

—Waylon W. Store, 35, of Mustang Ridge Lane in Pearland, Texas, was arrested at 6:30 p.m. Friday on the charges of possession of marijuana and possession of drug paraphernalia.

Narcotics detectives observed a vehicle drive into an oncoming lane on Delmar Avenue and conducted a traffic stop.

The detective made contact with the driver and passenger, Thompson and Store, and smelled the strong odor of marijuana coming from the vehicle. The detective then observed Store shoving an item into his pants.

As the detective detained him, Store dropped a marijuana cigarette to the ground. While speaking with Thompson, the detective observed a marijuana cigarette on the seat where Thompson was sitting.

Thompson then grabbed the joint and attempted to eat it. The detective detained Thompson and recovered the illegal substance. The detective also located rolling papers on the passenger side of the vehicle.

Thompson was transported to the parish jail for booking. He was released on a $4,750 bond. Store was released on a summons to appear in court Jan. 4, 2017.

Morgan City Police Chief James Blair reported the following arrests:

—Joshua L. Jiles , 27, of Harvey, was arrested at 9:47 a.m. Friday on a warrant with Jefferson Parish Sheriff’s Office for failure to appear.

Officers located Jiles sleeping in the children’s park on Roderick Street. A warrants check was done on Jiles and it was determined that he held an active warrant for the Jefferson Parish Sheriff’s Office.

Jiles was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

—Jacob R. Salley , 39, of First Street in Morgan City, was arrested at 8:10 p.m. Friday on a warrant for failure to pay probation fees, possession of methocarbamol and introduction of contraband into penal institute.

Officers were dispatched to a residence on Egle Street to check on the welfare of an individual. When officers arrived, they made contact with Salley .

A local warrants check was done on Salley. It was determined that he held an active warrant for the Sixth Ward City Court. Salley was placed under arrest and transported to the Morgan City Police Department.

Once at the police department, two pills were found on Salley, identified as methocarbamol. Salley was additionally charged with bringing contraband into the jail facility. Salley was then booked and incarcerated.

—Kerry Martin, 20, of Garber Street in Morgan City, was arrested at 1:22 a.m. Saturday on the charges of possession of marijuana second offense, criminal trespass, resisting an officer by flight, possession of drug paraphernalia, bicycle lamps required, and warrants for failure to appear two times, failure to pay probation fees, probation violation, and seat belt violation.

An officer patrolling the area of Federal Avenue and Garber Street observed an individual on a bicycle with no front light.

The officer attempted to make contact with the individual, but he jumped off the bike and began to flee from the officer. He was subdued a short time later. The individual was identified as Martin.

A warrants check was done on Martin and it was determined that active warrants were held for both the 16th Judicial District Court and the Sixth Ward City Court.

Officers also located suspected marijuana and items used to smoke illegal narcotics on Martin. Martin was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

—Nelson K. Talbert, 32, of Lili Street in Labadieville, was arrested at 1:55 p.m. Saturday on the charges of driving while intoxicated-child endangerment, expired driver’s license, no child restraints and red light violation.

A patrol officer in the area of Federal and Brashear avenues observed a vehicle proceed through a red traffic signal. A traffic stop was conducted and the driver, Talbert, was asked to exit the vehicle.

The officer also asked Talbert to produce a valid driver’s license. Talbert’s driver’s license was expired. While speaking to Talbert, the officer observed a strong odor of alcoholic beverage emitting from his breath and person.

The officer also noticed five small children in the vehicle and none were in seat belts. Their ages ranged from 10- to 3-years-old. Talbert was asked to perform the Standard Field Sobriety Test, which he performed poorly.

Talbert was then placed under arrest. The children were released to a guardian. Talbert was transported to the Morgan City Police Department where he submitted to the chemical test for intoxication and yielded a result of .166 grams percent blood alcohol content. Talbert was booked and incarcerated.

—Jacob N. Klenert , 22, of Everett Street in Morgan City, was arrested at 12:47 a.m. Monday on a charge for possession of marijuana second offense.

A patrol officer in the area of Cottonwood Street observed an individual on a bicycle. Once the bicyclist noticed the officer, he began to pedal faster.

The officer was able to make contact with the individual, identified as Klenert. Klenert gave the officer consent to pat him down. The officer located suspected marijuana on Klenert .

Klenert was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

Berwick Police James Richard reported the following arrests:

—Robert Lyles, 61, of Leona Street in Morgan City, was arrested at 1:16 p.m. Sunday on a charge for theft by shoplifting. Lyles was released on bail set at $301.

Patterson Police Chief Patrick LaSalle reported no arrests.
