Sheriff: Man arrested on sex charge

A 31-year-old Morgan City man was charged Saturday with felony carnal knowledge of a juvenile after allegedly having sex with a 16-year-old girl, St. Mary Parish Sheriff Mark Hebert said in a news release.
—Joshua Barnes, 31, of the 600 block of Barrow Street in Morgan City, was arrested at 3:38 p.m. Saturday on the charge of felony carnal knowledge of a juvenile. During the investigation, the detective learned that Barnes engaged in sexual intercourse with a 16-year-old girl in the Bayou Vista area. Barnes was jailed with bail set at $2,500.
Hebert reported responding to 41 complaints in the parish and reported the following arrests relating to east St. Mary Parish:
—A male juvenile, 16, of Bayou Vista, at 12:46 p.m. Sunday on the charge of domestic abuse battery and resisting a police officer with force.
A deputy responded to a report of a disturbance at a residence in Bayou Vista. Upon arrival, the deputy learned that the juvenile struck and spit at another individual inside the home. The juvenile continued to yell obscenities and resisted the officer during the arrest process. The juvenile was released to a guardian pending juvenile court proceedings.
—Willie Derouen, 52, of the 100 block of Mars Road in Bayou Vista, at 5:43 p.m. Friday on the charge of reckless operation of a vehicle with an accident. A deputy responded to the scene of a crash in the Franklin area on La. 182.
During the investigation, the deputy learned that Derouen was traveling west on La. 182 when he made an abrupt left hand turn into the path of the other vehicle involved, causing damage to both vehicles. Derouen was booked and later released on a summons to appear in court Jan. 13, 2016.
—Harry Thielepape, 39, of the 200 block of Cane Road in Centerville, at 5:07 p.m. Friday on the charge of driving under suspension.
A deputy responded to the scene of a crash in the Franklin area on La. 182. During the investigation, the deputy learned that one of the drivers involved, Thielepape, was operating his vehicle with a suspended license. Thielepape was released on a summons to appear in court Jan. 13, 2016.
Franklin Police Chief Sabria McGuire reported the following arrests relating to east St. Mary Parish:
—Eulalia McCoy, 20, of Vista Village in Morgan City, at 10:31 a.m. Friday on warrants dated Oct. 13 charging her with exploitation of the infirmed, identity theft, and theft of the assets of an aged or disabled person.
The arrest stems from an investigation of a complaint that the electricity had been transferred from the home of an elderly victim, who was staying in another state, to another residence. During the investigation, McCoy was developed as a suspect.
McCoy allegedly used the victim’s personal information to transfer the electricity. McCoy also allegedly used checks that belonged to the victim and cashed them. McCoy gained access to the victim’s personal information and checks when she worked as a home caretaker for the victim. McCoy was booked and released on $500 bail.
—Charlotte Harris, 46, of Grace Street in Morgan City, at 5:21 p.m. Friday on the charge of criminal mischief for filing a false report. Harris reported a hit and run accident that she was involved in. Upon investigating, officers discovered that Harris was not driving the vehicle involved. Harris was released on $500 bail.
Morgan City Police Chief James Blair reported the following arrests:
—Meghann R. Scarbrough, 27, of La. 668 in Morgan City, at 2:30 p.m. Friday on the charges of driving with a suspended driver’s license and no proof of vehicle insurance.
An officer responded to U.S. 90 near the Martin Luther King Boulevard exit in regards to a traffic crash. Scarbrough, one of the drivers, was found to have a suspended driver’s license and no proof of insurance. Scarbrough was jailed.
—Jason L. Ross, 27, of Cypress Street in Morgan City, at 10:02 p.m. Friday on the charges of driving with a suspended driver’s license and improper lighting.
An officer patrolling the area of Duke Street near Seventh Street observed a vehicle with improper lighting and conducted a traffic stop. The driver, Ross, had a suspended driver’s license. Ross was jailed.
—Charles A. Evans, 25, of Fifth Street in Berwick, at 11:15 p.m. Friday on the charges of improper lane usage and driving while intoxicated.
An officer patrolling the area of U.S. 70 near Eighth Street observed a vehicle swerving in the lane of travel and off the roadway and conducted a traffic stop. The driver, Evans, was suspected of being intoxicated. Evans submitted to a chemical test for intoxication, which yielded a blood alcohol concentration of 0.187 grams percent. Evans was jailed.
—Andres Arias, 24, of Terrebonne Street in Morgan City, at 1:43 a.m. Saturday on the charges of domestic abuse battery in the presence of a juvenile.
Officers responded to an address on Terrebonne Street in regards to a disturbance. Officers located Arias along with a female, both believed to have been involved in a disturbance. According to reports, there was a small child inside the residence at the time of the disturbance.
Officers learned that Arias had allegedly pushed the female while she was holding the child. Evidence of the disturbance was observed by the officers. Arias was jailed.
—Charles L. Wolfe, 48, of La. 182 in Morgan City, at 3:22 a.m. Saturday on the charges of possession of marijuana and possession of drug paraphernalia.
Officers responded to an address on La. 182 in regards to a complaint of drug activity at the residence. Officers arrived and made contact with Wolfe. The officers spoke with Wolfe about the complaint at which time Wolfe gave officers consent to search the residence.
Officers conducted a search and found suspected marijuana and drug paraphernalia inside of the residence. Wolfe was jailed.
—Daniel O. Johnson, 23, of Grove Street in Morgan City, at 5:17 a.m. Saturday on the charges of criminal trespassing, disturbing the peace intoxicated and resisting an officer.
An officer responded to an address on Grove Street in regards to a person attempting to enter a yard through the rear gate. When the officer arrived he observed the suspect attempting to climb over a fence. The suspect was ordered to the ground but did not comply with the officers commands.
The suspect, Johnson, was taken to the ground and when the officer attempted to place Johnson into handcuffs, Johnson continued to resist the officer. After a short struggle, the officer was able to place Johnson in handcuffs. Johnson had allegedly been drinking and appeared to be intoxicated. Johnson was jailed.
—Allen J. Jeanise, 57, of La. 182 in Morgan City, at 11:17 p.m. Saturday on the charge of criminal mischief.
An officer was patrolling the area of Front Street when a person was observed on the unprotected side of the sea wall throwing items. The officer made contact with Jeanise, at which time he was advised that he could not be in the construction site and would have to leave. Jeanise refused to leave, at which time he was jailed.
—Johnathon M. Priestly, 22, of Fourth Street in Morgan City, at 12:26 a.m. Sunday on the charges of driving a vehicle with a suspended driver’s license, possession of drug paraphernalia, speeding 49 mph in a 35 mph zone, improper lane usage, and on a Patterson Police warrant for failure to appear on the charge of no seatbelt.
—Eugene J. LeBlanc, 20, of Elaine Street in Morgan City, at 12:26 a.m. Sunday on the charges of possession of drug paraphernalia and possession of marijuana.
An officer patrolling the area of La. 182 near 11th Street observed a vehicle speeding. The officer clocked the vehicle at 49 mph and observed the vehicle traveling out of the lane of travel and conducted a traffic stop. The driver of the vehicle was identified as Priestly, and the passenger was LeBlanc. Priestly had a suspended driver’s license.
The officer received consent to search the vehicle, and located suspected marijuana and drug paraphernalia. Both Priestly and LeBlanc admitted to possessing the drug paraphernalia and the suspected marijuana was believed to be LeBlanc’s. Both Priestly and LeBlanc were jailed.
—Maria A. Cubero-Bonilla, 35, of Shannon Street in Morgan City, at 2:43 a.m. Sunday on the charge of improper lighting, on a warrant charging her with telephone harassment and on the charge of simple assault.
An officer patrolling the area of Dawn Drive observed a vehicle with improper lighting and conducted a traffic stop. The driver, identified as Cubero-Bonilla, was discovered to have a warrant for her arrest. She was jailed.
—Kesler Y. Suazo, 23, of Louisa Street in Morgan City, at 2:47 a.m. Sunday on the charges of improper lane usage, possession of an open alcoholic container, no driver’s license and driving while intoxicated.
An officer patrolling the area of La. 182 near 11th Street observed a vehicle swerving out of the lane of travel. The driver, Suazo, didn’t have a driver’s license. An open container of beer was observed inside the vehicle and Suazo appeared to be intoxicated. Suazo registered a blood alcohol concentration of 0.157 grams percent. Suazo was jailed.
—Tanika M. Short, 43, of Railroad Avenue in Morgan City, at 4:35 a.m. Sunday on the charge of disturbing the peace by fighting.
—Leanna M. Steele, 28, of Friendship Lane in Morgan City, at 4:34 a.m. Sunday on the charges of disturbing the peace by fighting, criminal damage to property, on warrants for 16th Judicial District Court for failure to comply with drug court on the charge of simple battery and failure to comply with drug court on the charge of theft of goods.
Officers responded to an address on Railroad Avenue in regards to a fight. Officers located Steele and Short and spoke with several witnesses to determine that Short and Steele had been fighting. Both Short and Steele were jailed.
—Felix D. Oclair, 19, of St. Augustine, Florida, at 11:12 p.m. Sunday on the charges of possession of marijuana and improper lighting.
An officer patrolling La. 182 near Justa Street observed a vehicle with improper lighting and conducted a traffic stop. The driver, Oclair, returned to the vehicle to retrieve his registration when the officer observed in plain view what appeared to be marijuana. Oclair was jailed.
Patterson Police Chief Patrick LaSalle reported the following arrests:
—Earl L. Perro, 34, of the 400 block of Como Street in Patterson, at 6:20 p.m. Sunday on a St. Mary Parish Sheriff’s Office warrant for failure to appear on the charge of angling without a license and on a warrant for Terrebonne Parish Sheriff’s Office for failure to appear on the charge of issuing worthless checks under $300. Perro was jailed on $5,300 bail.
—Shawn Welsh, 44, of the 700 block of Gabriel Street in Patterson, at 8:36 p.m. Sunday on a St. Mary Parish Sheriff’s Office warrant for failure to appear on the charge of criminal neglect of family. Welsh was jailed on $217 bail.
Berwick Police Chief James Richard reported no arrests.
